Two homes list the same week, both with a Beverly Hills address in the 90210 ZIP, both around $5 million. One closes clean. The other watches its buyer pool thin, its tax bill balloon at signing, and its insurance quote arrive with a FAIR Plan wrapper. The addresses look identical. The parcels are not.
The line that separates them is a municipal boundary invisible on the portals, and it does more to determine what a 90210 buyer actually owns than any headline median.
The boundary the portals do not draw
The "Beverly Hills Post Office" area, or BHPO, is a hillside stretch north of Sunset that carries the 90210 mailing address but sits outside the Beverly Hills city limits. It was folded into 90210 in 1963 for mail routing convenience, and the postal geography stuck even as the municipal geography did not. BHPO residents receive Los Angeles city services and vote in Los Angeles elections, and public education runs through LAUSD rather than the Beverly Hills Unified School District that serves the incorporated city.
That distinction is the pivot the rest of this post rests on. Below are the three mechanisms it triggers.
The $5,000,001 problem
If you plan to transact above roughly $4.9 million, this is the friction to understand first.
Measure ULA is a City of Los Angeles transfer tax. It imposes 4% on sales over $5 million and 5.5% on sales over $10 million, and because Beverly Hills is an independent municipality, properties inside the city are completely exempt. BHPO, despite the 90210 label, is inside the City of Los Angeles and pays the tax in full.
The math produces a cliff, not a ramp. A BHPO seller who closes at $5,000,000 hands roughly $200,000 to the city at signing. A seller who closes at $4,999,000 hands over nothing. The gap is why experienced agents deliberately list BHPO homes at $4,995,000 rather than $5.1M, both to net the seller more and to widen the buyer pool.

The behavioral effect is visible in the data. Transaction volumes above $5M inside LA City limits, including Bel Air, Holmby Hills, and Brentwood, have dropped roughly 38% since ULA took effect, and capital has migrated into tax-exempt Beverly Hills proper. For a buyer comparing two 90210 listings at similar price points, the exemption is not a rounding error. It is often the single largest line item at close.
The insurance line runs alongside the city line
The second mechanism follows topography more than politics, but it correlates strongly with the same boundary. Admitted carriers have been retreating from hillside 90210 exposure, and the retreat has funneled BHPO and Trousdale-adjacent buyers toward the California FAIR Plan, the state's insurer of last resort.
The plan was never built for this. Beverly Hills, Malibu, and Bel Air now make up an outsized share of FAIR liability exposure, with nine ZIP codes accounting for about 7% of the plan's exposure, or roughly $44 billion as of September 2025, a 135% increase since 2022. Statewide, the number of FAIR residential policies rose 151% between September 2022 and March 2026, and exposure jumped 234% to $700 billion.
Two consequences matter for a buyer weighing a hillside 90210 parcel:
- FAIR Plan is fire-only. Homeowners must obtain an additional policy elsewhere to cover other damages, which means a "wrap" policy stack, higher combined premiums, and more paperwork at close.
- The regulatory ground is still moving. Commissioner Ricardo Lara and Assemblymember Lisa Calderon introduced AB 1680, the "Make It FAIR Act," in 2026 to overhaul claims handling and coverage options after the Department's Report of Examination found the FAIR Plan had failed to comply with 17 recommendations. Underwriting appetite, deductibles, and non-renewal rules will keep shifting through this transaction window.
Inside the incorporated city, particularly on the flat blocks of the Flats and much of the Gateway wrapping the Beverly Hills Hotel, admitted-market appetite is more intact. The city boundary is not a fire line, but it tracks one closely enough that insurance sits alongside tax as a second boundary the map does not show.
Why three data providers show three different Beverly Hills medians
If you have been comparing figures across sources, the numbers are not wrong. They are describing different things.
For the twelve months ending mid-2026, Zillow's ZHVI, a modeled typical value that is not a median sale price, stood at $3,686,749, up 6.3% year over year. Redfin's three-month median sale price around June 2026 was $6.1M, up 56.2% year over year. Movoto's June median sold price came in at $5,649,944. The Redfin figure in particular reflects the outsized influence of trophy closings in a thin market.
What actually clears the market splits by product and by micro-neighborhood. Todd Jones's May 2026 CRMLS analysis put the single-family median sold price at approximately $4.95 million, up 6.2% year over year. Inside 90210, the sub-market medians diverge sharply: BHPO's median range sits at roughly $3.0M to $3.2M, the widest disparity in the city, with sales stretching from $1.5M to $40M+, while the Gateway area wrapping the Beverly Hills Hotel runs $6.5M to $9.0M with legacy compounds above $40M.
A buyer looking at a "Beverly Hills, 90210" listing at $4.9M is not seeing the same product as a buyer looking at a $6.5M listing five minutes north. Different jurisdiction, different school district, different insurance market, different tax obligation on the next sale. Same ZIP.
A pre-offer checklist for any 90210 address
If you plan to write an offer, the following sequence surfaces the friction before it costs you at close.
- Pull the parcel, not the address. The county assessor and the title company can confirm whether the parcel sits inside the incorporated City of Beverly Hills or inside the City of Los Angeles. The mailing address is not evidence.
- Confirm the ULA exposure at the price you plan to pay and the price you plan to eventually sell at. For BHPO parcels near the $5M or $10M thresholds, model both.
- Order an insurance quote before you remove contingencies. For hillside parcels, ask the broker specifically about admitted-carrier appetite versus FAIR Plan plus wrap. The delta on annual premium can reach five figures.
- Verify the permitting authority. Inside Beverly Hills, permits and planning go through the city's own departments under the Beverly Hills Municipal Code; BHPO parcels inside LA City go through LADBS and LA City Planning, which layers on the LA Hillside Ordinance for many parcels.
- Verify school district by parcel, not by ZIP. BHPO parcels can fall in BHUSD, LAUSD, or other districts depending on precise lot lines, and a Beverly Hills mailing address does not guarantee a Beverly Hills school assignment. The district office confirms.
- Ask the listing side to disclose jurisdiction in writing. A parcel that trades on the strength of its address should have its actual municipal jurisdiction stated on the disclosure package.
Two homes, same ZIP, same list price. The one that closes clean is the one where the buyer knew which side of the line the parcel was on before making the offer.
