The 90210 Zip Code Covers Two Tax Jurisdictions. Only One Is Beverly Hills.

Two listings post the same week, both reading "Beverly Hills, CA 90210" in the address line. One sits on a flat, sidewalk-lined block south of Sunset Boulevard. The other climbs into a gated canyon community above it. Both close at $5.8 million. One seller keeps the full sale price minus standard closing costs. The other writes a check for $232,000 to the City of Los Angeles before anything else gets paid. Same zip code, same six digits everyone recognizes on sight, and two completely different tax bills.

The gap has nothing to do with the house, the buyer, or the agent. It comes down to a boundary the mailing address was never designed to show.

Same Mailing Address, Two Different Cities

In the 1920s, the federal government routed mail for a rural stretch of hillside north of Beverly Hills through the Beverly Hills post office, mostly because the terrain made a separate delivery route impractical. That area, still known today as the Beverly Hills Post Office or BHPO, was never annexed into the city. It stayed part of Los Angeles. When the 90210 zip code was created in 1963, it covered both the northern part of the actual City of Beverly Hills and this adjacent LA territory, and the two have shared the same mailing city ever since.

BHPO today refers to the hillside and canyon neighborhoods stretching from north of Sunset up toward Mulholland Drive, including Benedict Canyon, Coldwater Canyon, and Beverly Crest, along with gated enclaves like The Summit, Mulholland Estates, and Beverly Park. Every one of those addresses can legally read "Beverly Hills, CA 90210." None of them sit inside the City of Beverly Hills.

That distinction shows up long before closing. Beverly Hills proper, meaning the Flats, Trousdale Estates, and Beverly Hills Gateway, is served by the Beverly Hills Police Department, the Beverly Hills Fire Department, and Beverly Hills Unified School District. BHPO residents get the Los Angeles Police Department, the Los Angeles Fire Department, and Los Angeles Unified School District instead, with the western part of BHPO zoned to Warner Avenue Elementary, the eastern part to West Hollywood Elementary, and all of it feeding into Emerson Middle and University High.

Those differences matter to daily life. The one that catches buyers and sellers off guard during a transaction is the tax.

The Tax That Follows the City Line, Not the Zip Code

Los Angeles voters approved Measure ULA in November 2022 to fund affordable housing and homelessness prevention, and the tax took effect in April 2023. It adds a special transfer tax on top of the standard documentary transfer tax, and the thresholds adjust every July 1 based on the Chained Consumer Price Index. For transactions closing after June 30, 2026, the current thresholds run $5.4 million and $10.9 million, according to the Los Angeles Office of Finance. Sales in that middle band owe 4 percent. Sales above $10.9 million owe 5.5 percent, on the full price, not just the amount over the line.

Measure ULA is a City of Los Angeles ordinance. It reaches property inside the incorporated city limits. Independent cities within the county, including Beverly Hills, Santa Monica, and Culver City, fall outside it entirely.

Because BHPO parcels are legally part of the City of Los Angeles even though the mailbox says Beverly Hills, a BHPO sale above $5.4 million owes the same tax that a Flats or Trousdale Estates sale of identical price never touches. Two homes, one zip code, and a tax bill that depends entirely on which side of an invisible municipal line the parcel sits on.

Why the Cliff Shows Up in the Asking Price

Measure ULA is a gross receipts tax, not a marginal one. You do not pay 4 percent on the dollars above the threshold. You pay 4 percent on the entire sale price the moment you cross it. That structure creates a hard line rather than a slope, and sellers close to it feel it directly.

A sale that closes at $5,400,001 owes roughly $216,000 in Measure ULA tax alone, on top of the standard transfer tax. A sale that closes at $5,395,000, just over five thousand dollars lower, owes none of it. That gap is why experienced sellers of BHPO property near the line often price a few thousand dollars under $5.4 million rather than a few thousand over it. Giving up a small amount of list price avoids a tax bill many times larger than what was left on the table.

None of this applies to a Beverly Hills Flats or Trousdale Estates listing at the same price. The cliff simply does not exist for those sellers, because the tax never reaches them regardless of where the number lands.

Comps Have to Match the Line, Not the Mailing City

Pulling "Beverly Hills, 90210" comps without checking jurisdiction mixes two different markets. As of May 2026, the overall Beverly Hills single-family median sold price stood near $5.62 million, with Trousdale Estates running roughly 25 to 30 percent above that figure and Flats transactions clustering between $3.8 million and $4.6 million depending on block and lot size. Cash accounted for roughly 41 percent of Beverly Hills single-family closings in the first quarter of 2026, and off-market sales made up roughly 23 percent of the city's transactions in the twelve months leading up to that same report. Those figures describe the city proper. A BHPO sale in the same window sits inside a different comp set entirely, priced against Los Angeles hillside inventory and carrying tax exposure the Beverly Hills numbers never factor in.

An appraiser or lender working from the wrong jurisdiction can misread a sale before the ink dries. Verifying the parcel's legal city first, rather than trusting the return address, keeps the comps honest.

The Same Boundary Runs Through Insurance Too

The Flats-versus-hillside split shows up again in what it costs to insure the house. The California FAIR Plan is raising statewide rates by an average of 29.1 percent starting October 15, 2026. Flat lots in lower wildfire risk zones, including much of the Beverly Hills Flats, are expected to see decreases or only modest changes under the new filing. Hillside and canyon parcels in higher fire hazard zones, the same kind of terrain that defines much of BHPO, are expected to see the steepest increases in that round.

The tax line and the insurance line are not identical. One follows city limits, the other follows fire hazard mapping. But both cut roughly along the same geography, flat versus hillside, and both land hardest on the canyon side of a Beverly Hills mailing address.

Before You Rely on the Address

A few checks before signing anything on either side of a Beverly Hills transaction:

  • Confirm the parcel's legal municipality through title or escrow rather than the mailing address on the listing.
  • Ask for comps drawn from the correct jurisdiction, not just the zip code, especially when comparing a Flats property against a canyon or hillside property.
  • If selling a BHPO property near $5.4 million or $10.9 million, model the net proceeds on both sides of the line before setting a list price.
  • Verify which police department, fire department, and school district actually serve the specific parcel, since the mailing city will not tell you.
